Harbour Masters
Worldwide there are approximately 3,000 merchant ports and the work of the Harbour Master can vary widely from country to country and from port to port even within the same country.
IHMA member, Captain Stéphane Grunenwald, Harbour Master, Port Atlantique La Rochelle, recently participated as a member of the examination panels for the UNCTAD TrainForTrade Port Management Programme in Nouakchott, Mauritania, held from 14–17 July 2026.
The TrainForTrade Port Management Programme is a two-year professional development course comprising eight modules and approximately 240 hours of instruction. As part of the programme, participants undertake a final case study identifying operational challenges within their own ports and proposing practical management solutions.
During the final project presentation sessions, Stéphane assessed case studies covering subjects closely aligned with the Harbour Master's role, including port security, tug management and the enhancement of pilotage services. As participants presented their findings and recommendations, he drew on his operational expertise and independent perspective to evaluate their proposals, provide constructive feedback, and share practical guidance based on his experience of port operations.
Stéphane's participation reflects the ongoing collaboration between UNCTAD and the International Harbour Masters' Association under the organisations' Memorandum of Understanding. Through this partnership, experienced IHMA members have the opportunity to contribute their expertise to international capacity-building initiatives, sharing practical knowledge with port professionals around the world.
